2007
The State Legislature passed several new laws in 2007. This is just a short description of some of the new laws that may be of interest. Copies of the entire laws may be accessed at WWW.NH.GOV website.
Ammends RSA 104:6 Civil Orders to establish that Sherriffs and deputies have the authority to enforce civil orders issued by any court. Effective August 24, 2007
Amends RSA 261:46 Nonresident Registration of Motor Vehicles allowing a non resident to register his/her vehicle in this state as a nonresident, if the vehicle is primarily garaged in this state for at least 350 days of the registration year, effective July 21, 2007.
Amends RSA 263:13 Corrective Eye Surgery to allow the director of Motor Vehicles to rescind the corrective lenses restrictions on a drivers license, if the licensee has had corrective surgery and passed the department administered test at 20/40 or better. Effective January 1, 2008
Amends RSA 265-A:36, 1-1a Alcohol Ignition Interlock Program, increasing the minimum period for installation of and ignition interlock device for 6 months to 12 months and making the device a requirement for an aggravated DWI or subsequent DWI offense, Note: it is a crime to assist some one with defeating the interlock system, effective July 3, 2007
Amends RSA 266:62-a Motor Vehicle Inspection Exemption to exempt those vehicles manufactured prior to 1949 for equipment and inspection requirements if equipped as originally manufactured, effective January 1, 2008
Amends Motor Vehicles in Parades RSA 265:108-a No person may use any type of vehicles with protruding or outrigger wheels in a parade unless the vehicle is suitably modified to protect both riders and pedestrian from the wheel assembly. At least one adult other than the driver must supervise children riding on a vehicle on a parade, and they must have immediate communication with the driver. The number of adults must be one adult for every 4 children, children riding on a vehicle in a parade shall remain entirely in the vehicle and shall be reasonably protected if the vehicle makes a sudden stop, effective July 16, 2007
Amends RSA 266:1 IX, Truck Inspection, Increasing the maximum gross vehicle weight of trucks requiring bi-annual inspections from 10,000 to 18,000 pounds, this includes school busses exceeding 10,000 pounds GVW. Effective January 1, 2008
Amends RSA 359-1 Trade and commerce Establishes prohibited conduct relating to access or use of personal information of others with fraudulent intent, and allows victims of identity theft to bring civil action, effective January 1, 2008
Amends RSA 270:30-a to require children under 12 years of age to wear a personal floatation device while on a boat or a vessel unless the boat is equipped with a continuous side rail enclosing the boat 3 feet in height, effective August 17, 2007

RSA 457-A recognizing civil unions and prescribing the process by which a civil
union is established and dissolved in
Amends RSA 466, doubling the fines for dog violations that can be adopted by local communities, effective January 1, 2008.
Amends RSA 651-B:3 to allow local law enforcement officers to notify the superintendent of the SAU and the principal of any school with in its jurisdiction of the address of a convicted Sex offender in the community as defined by Chapter 651-B, effective September 14, 2007.
